Wireless interlinked fire detection needed
I believe that would be satisfactory but you didn't mention a grade D LD3 should be provided in each flat by the freeholder however this is not subject to the RR(FS)O, according to the HOUSING – FIRE SAFETY Guidance on fire safety provisions for certain types of existing housing.

Carpet Protected Stair
I my experience non FR carpet fix to the floor is not a serious fire risk it can be more a tripping hazard but you should ensure it doesn't pass under fire doors in case it passes fire under the fire door, consequently not provide the necessary protection.

Fire Alarm System Certificate
Under the appropriate British Standards the guidance allow certain items to be tested by the user and others to be tested by qualified persons. You need to obtain a copy of these guides BS 5839-1 and BS 5266-1 and study the chapters on maintenance and testing to see which items you are allowed to do. As far as I am aware certification only applies to when a system is commissioned, testing and maintenance is only recorded in the log book.

When selling flat, do I need a fire risk assessment?
You need to speak to the Responsible Person and find out if a FRA has been done also if it is recorded because not all FRA,s need to be recorded. Also the FRA covers the building not individual flats how many flats in the building.

I cut fire safety labels off, do I now need to buy new??
This seems to be the standard response from most charity shops so unless you are prepared to have them reupholstered and ensure the required labels are fitted. All you can do is try to find one who will accept them without the labels and have them reupholstered themselves.

Heat detectors only
The purpose of a FRA is to what is required and needed in accordance with the fire safety order. Each flat requires a domestic part 6 smoke detector system and the common areas may require a part 1 smoke alarm with a heat detector located inside each flat adjacent to the front door so without a full survey it is impossible to ascertain what is required.

Refurb
In my opinion two FD30s doors at the intersection of the west and cross corridor also similar arrangement for the east corridor. Also three FD30s doors at the intersection of the central and cross corridor, would achieve acceptable travel distances to places of relative safety/ultimate safety. What I am unable to establish if it is possible for a fire to pass from any section of corridor to another via the office space/sales area.
