Requirement for Fire alarms to be hard wired / interlinked
The only legislation in England is The Smoke and Carbon Monoxide Alarm (England) Regulations 2015 which it does not state it has to be linked to the mains but it is good advice and worth considering.

There is lots of terrace houses the do not have access to the rear of the property, I cannot see this being different but you could contact the fire service and see what they have to say.

Without a physical inspection it is difficult to be categoric, it would depend on the size of the office and would one exit door would be acceptable. Is locking the door absolutely necessary and are the alternative routes acceptable. I is very difficult to give an acceptable response.

I have no information on the fire risk of a modems but if you are concerned conduct a fire risk assessment and provide active fire protection if necessary.

I would agree with you, they could pose a safety issue in the case of an evacuation and should be located in the provided bin store.

The freeholder would be the Responsible Person if you all share the freehold then you share the duties of the RP.

I would not think so, because all occupant do not need to pass the flat or service cupboards to reach a staircase and it would be unlikely for smoke logging to occur.

I would think a modification certificate as you are not installing a complete system only modifying an existing system. My reasoning is, you are not responsible for what exists and the installation certificate should cover that.

It all depends on the fire risk assessor and the level of fire risk he/she considers it to be. Fitting AFD would mitigate that risk that is why I asked.

I would consider it a possible obstruction and also a fire risk due to the table lights, therefore an unnecessary risk
