my builder is going to fit a fire door between the garage and house, I have registered with the local authority, but am unsure if there are any rules about hanging the door I would like it to be opening from the garage to the house, awaiting local authority to call back.

Approved Document B (fire safety) volume 1: Dwellinghouses page 30 shows the recommendation and the swing on the fire door can be any direction of your choice and the self closer will keep the door closed anyway.

Hi my garage door to house has bowed to the point it won’t lock the gap down the reveal working from top of the door - nothing - 4/5mm ( centre) - nothing at the bottom does this still conform to regs 

There are no regulations, in England and Wales, that deal specifically with a defective fire door inside an individual's own private dwelling.

Clearly, though it would be desirable to repair the defect so that the spread of fire and smoke can be sufficiently mitigated.

Should I expect a builder know about the fire regulations concerning the installation of partition and an opening in that partition, between a dwelling and a garage? 

Expect, yes, for them actually to, far less so.
