I have a neighbor who chooses to use the outdoor fire escape stairs as a main entrance instead of using the front door. My issue with this is that the stairs run directly past my window invading my privacy. Can this person legally use these stairs as a main point of entry to their apartment when having access to a main entrance in the building?

It may be unusual, but there is no regulation which says he/she cannot. I believe most people do use their front door and not the fire escape because exit is easy but entry is difficult for security reasons.

The entry back into the building is easy as the door is left open all the time by this person. Since no regulations exist, would you suggest I take this matter to the police, given all the noise at night when this person uses these stairs?

I cannot see this is a police matter, however are these flats owner occupied or rented?

As Tom says, noise is not a criminal matter, so the police will not be interested, Noise is dealt with by the council, but to say "some one is noisy going up and down a staircase" is not really a cause for concern. Your best (only) hope is the landlord.

I had to literally get to my door tonight and a few other days/nights on my backside. I have cancer going through chemo. Full of arthritis which I can’t fight due to no immune system. It’s 33 fire escape steps to my door.. council said I have 2 beds and me and son are adequately accommodated so I have nothing!! I get pip full amount I don’t know how to work this stuff HELP  

What height/number of floors is the building and what evacuation strategy does it have? Depending on these factors there may be a legal requirement for them to assess and take reasonable measures in relation to your fire risk & evacuation needs from next year.
