Fire door hard to open

Hello,

I am living in house, provided by my employer in England. This is renovated one. We found our fire doors very heavy to open. Is here any regulation which determines how heavy the fire doors should be?

By its nature fire doors are heavy but in my experience no more difficult to open, unless the self closer is incorrectly adjusted or the leaf of the door is binding on something, do you have self closer fitted?

I have recently moved to a block of flats.
The garage area is underneath the block.
The door into the garage from the lift vestibule is ridiculously heavy to open and closes like a rat trap causing the whole vestibule area to shake. This block is designed for people over 55 to live. Most are above 70 years old.
Surely there has to be a better method of firmly positively closing a door.Thanks
