Is this a former Council library that has been saved from closure by becoming community run?

The Fire Safety Order still applies and so there would need to be appropriate plans and training. The complexity will be determined to some degree by the nature of the premises - a ground floor only premises as per many suburban libraries will be more straightforward than a larger, multi storey building
