Does anyone know if a wooden balcony on the ground floor of a 12-meter block of flats is legal? All the other balconies are tiled / concrete, but this one appears to have been added recently.

Ok. Let me rephrase it. Are you allowed a wooden balcony on the ground floor apartment of a 12 metre storey block of flats. The balcony is not original and has been added at a later date.

As all the other balconies and external wall are from your description not combustible there is no risk of spread of fire along the exterior of the building, however if by 12m you mean the height if the floor to the top storey is over 11m (not to highest point of roof) then it wouldn't meet current Building Regulations and shouldn't have been approved.
