Green light on an emergency light,

I have an emergency light which the green light is only on when it is charging the battery,then goes out,  is this correct, i thought the green light was supposed to stay on at all times?

The green LED on emergency lights does (usually) indicate the battery is being charged and as such should be on at all times, unless there is a power failure.

There are a few other possibilities:

1) Some "smart" emergency lights have self testing modes in which case it may be in this mode. (Most will flash the green LED)

2) Incorrectly wired supply

3) EL itself has a problem

Make and model of EL would help. As would testing said EL

It should only go out when the power is off and it has switched to battery power (with the main light illuminating).
Even with self contained self testing  fittings at least one of the colour indicator LEDs should be lit or at least flashing.
