I am trying to find good guidance documents relating to Fire Escape Ladders,( legislation, recommendations, where they can and can not be used) any points of reference would appreciated.

Check out the appropriate DCLG guide for the premises you need the information for but the Offices and Shops (page 64) states,

While not normally acceptable, the use of ladders, floor hatches, wall hatches or window exits may be suitable for small numbers of able-bodied, trained staff in exceptional circumstances.

Basically use as a last resort but not discounted I suspect all the guides will say the same.This guidance only applies to non-domestic premises.

I was looking for some information around fire escape servicing and maintenance for a client of mine. What is the legislation for servicing fire escapes and what is involved in it please?

I am assuming you are talking about external fire escape staircase, an this is covered by article 17 of The Regulatory Reform (Fire Safety) Order 2005, which states "subject to a suitable system of maintenance and are maintained in an efficient state, in efficient working order and in good repair". Do what it says on the tin, which should include a structural engineers report as to its structural safety.
