student residence door closer slamming

I’m the student studying in UK.

Door closer in our new residence make annoying slamming sound. 

Even if the windows in each room are closed, sound is still too big.

I have asked about this issue, and repairman said it is normal, it should be strong to make sure it is closed(all doors are fire doors). 

I can see latching speed is higher(close faster when it is closed almost). 

However, I think door closer don’t need to be stronger if it can close door fully, there are no any point to make it stronger.

If my idea is wrong, please point it out.

 

 

The door closer usually closes the door quite quickly until it gets within 150mm of the frame and then slows down for the final close resulting in some noise but not what I would call loud.
