I hope you can help. The owner of my blocks of flats has added a letterbox guard after the fire risk assessment; it is solid matal shaped the same as a flue on an open fire, would this shape actually compress the flames like a chimney?

I have been looking for about two weeks now trying to find a fire rated letterbox guard and I can not find one

Depends if you are trying to protect from, an arson attack or to maintain the fire resistance integrity of a fire door.
