BSR v Local Building control & Internal Flat fire door

I own a 2nd floor flat in a High Risk Building ( 7 storeys and 21 metres high ) and need to install a fire door within the flat between the inner hall of the flat and the kitchen/living area.

In 2017/2018 when repairing water damage the internal fire door was removed and not replaced, however i now understand this makes it in breach of regulations.

Plan is to re-instate the fire door ( FD30 with compatible seals and self closing mechanism etc ) , but can anyone comment on whether this work needs to be approved via the Building Safety Regulator or the local authority . I have been getting mixed messages. Some articles suggest that the work scope would be exempt from the BSR.

All comments welcome

Thank you.
