Can we store chairs underneath stairs?

I live in sheltered accommodation (for independent living for the over 55s), where I am Chairman of the Residents Committee. There are three floors: ground, 1st and 2nd, with lifts and staircases. Each door on each floor into the stairwell is a fire-door. However, on the ground floor, under the staircase, the unused area is empty but could be used for storage of chairs, etc. If so, would this contravene fire regulations? I would welcome your advice, thank you!

You would have to ensure that

a) the chairs do not block the escape route

B) the chairs cannot fall into the escape route

c) that the chairs are not blocking access to anything relevant with regards to fire fighting/detection

d) that the chairs are fire retardant and do not supply fuel to a fire

Other thank that it is pretty much up to you how you use spaces.

Who ever conducted your last fire risk assessment they would be in the best situation to comment on your proposals. It is feasible but you need somebody who has all the facts to be able to make a definitive assessment.
