is it possible for any final exit fire door to be fitted with a panic exit bar and still satisfy insurers requirements for a 5 lever lock or equivalent?

No, you cannot fit these items as per your email.
In order to satisfy insurers requirements for a 5 lever lock the security of an item of hardware must be equal both sides of the door i.e. when the door is secure it cannot be opened from either side without a key.
