Fire escape locked during construction work

I just moved in into a new development. The landlord is still finishing off construction works. Many things are not okay yet.

My concern is that in case of emergency to escape the building there is only one entrance door to the building and it can be operated only by key lock at the moment. So if I forget to take my key with me in case of fire then I cant escape the building.

I want to know is this okay for my landlord to act like this and let people move in when the most important basic building requirements are not in a proper order?

The premises will most probably be subject to The Construction (Design and Management) Regulations 2007 and The Regulatory Reform (Fire Safety) Order 2005. You will be subject to RR(FS)O if you occupy the premises and you will need to conduct a fire risk assessment. Without a satisfactory means of escape to a safe place then you cannot complete a satisfactory FRA and will be in breach of the RR(FS)O. The landlord could also be in breach of the RR(FS)O therefore you need to discuss this matter immediately with him to resolve the situation.
