Does an FD30 Fire door for a flat need a closer

I live in a ground floor flat that opens on to a communal garden. It is a two storey block. I have been told that I need to replace my front door with an FD30 fire door. I am in process of getting quotes but need to find out if I need to have an internal closer. I have tried to find out from The housing association who are the freeholder but they are useless for following up queries. Can anyone help with this and clarify if this is a requirement.

The door to the communal garden, is that the the only exit and if so where do you go when you leave your flat, is there a way out of the communal garden also would people have to pass close to the door to escape?

If the entrance door to your flat opens onto an internal means of escape you most definitely need a self closing device in order to preserve the integrity of the escape route.
