Can you please advise me if a handmade craft item requires fire certification, if it is sold as an ornament and not a piece of furniture?

    No, it only applies to upholstered furniture and furnishings. There is no fire certification anyway but you are required to use fire retardant upholstery and label it to prove it meets the regulations.
