Pub without fire escape

I run a pub with living quarters upstairs I have 3 young kids there is no fire escape and no fire extinguishers in the pub is this legal as the fire escape as been cut off to make a smoke room and who do I report it too thanks

Your premises is subject to The Regulatory Reform (Fire Safety) Order 2005 and art 13 states " the premises are, to the extent that it is appropriate, equipped with appropriate firefighting equipment and with fire detectors and alarms" so it is most likely there should be fire extinguishers. Without a detailed plan it is impossible to give a definitive answer if the means of escape is satisfactory but if a fire escape as been cut off it is again likely to be inadequate. The RR(FS)O is enforced by the Fire and Rescue service and they are the authority to contact.
