Office converted in Holiday lets

Hello, 

I'm after some advice please. I was employed to carry out an FRA for (what I thought was a communal block of flats), with office space on 1st floor to also be assessed).

On arrival I found the property was the following: 

-5 storey, believed to be converted office

-Ground floor -cafe with basement - no access from residential premises.  Communal area with elec box and stairs leading to: 

First floor- open plan office space for rent

Second floor: 

Self contained flat used for holiday lets

Third floor - 

Self contained flat used for holiday lets

Fourth floor-

Self contained flat used for holiday let.

The building is owned by an unknown landlord but rented and managed by a corporation. 

My question is, which guidance should I use to reference? I'm torn between LACORS and the CLG guide for sleeping. I was only there to assess the common areas and was not told until the visit that they were holiday lets, the assumption was they were flats. The individual holiday lets have not been assessed and the RP will be recommended to complete an FRA for these.

Any help greatly appreciated. 

 

 

Holiday lets are generally treated the same as commercial sleeping risk, eg. hotels so I would use the sleeping risk guide, minimum L2 fire alarm, simultaneous evacuation, etc - especially as you aren't normally allowed to have mixed commercial and residential off the same stair anyway unless full evacuate
