Fire risk assessment as part of mortgage survey?

We are currently buying a leashold 2 bed ground floor flat in a house that has 2 flats and no communal areas. The surveyor has said we need a fire inspection but the mortgage provider says we dont. The freeholder is a housing association and we are not sure but the flat upstairs may be rented.

Please can you clarify what inspections are required and who has the responsibility of doing these and any work that needs doing? How much to fire inspections cost?

If there is no common areas then you are exempt from The Regulatory Reform (Fire Safety) Order 2005 and do not require a fire risk assessment. This is not common however there are flats no more than 50m from where I live that do not have common areas, but if you both have your own front doors opening onto the public area and don't share any part of the premises then you are exempt. The common areas are the only part of purpose built flats that are cover by the RR(FS)O.
