Cushions in commercial interiors

Apologies if this has been raised before...

I am specifying scatter cushions for a commercial interior (hotels and care homes) and I need to make sure they comply with the latest regulations. Reading an overview (on this site) of the Furniture and Furnishings (Fire Safety) Regulations 1988/1989, 1993 and 2010), it states:

Summary.
Item 5:  A display label must be fitted to every item of new furniture at the point of sale (with the exception of mattresses, bed-bases, pillows, scatter cushions, seat pads, loose covers sold separately from the furniture and stretch covers).
 
Product ranges covered by the Regulations.
Products covered by the Regulations comprise six groups (A to F):   D) Scatter cushions and seat pads (FILLING MATERIAL ONLY).
 
From this it appears that only the filling material of a cushion is subject to being  retardant and labeled and not the covers. However, it’s not clear if this is for domestic or commercial applications or both.
 
Can anyone confirm this for me please?
