Can fire exits be upstairs?

Hi there

If you have a building with 2 floors, the top floor has 2 fire exits situated at the opposite ends of the building. The bottom floor has an entrance in the middle and 2 staircases both at the opposite ends of the building that lead to the upstairs fire exits does that comply with regulations? Would it make a difference whether you had to go up the stairs rather than down to reach the fire escape?

You can, upwards escape is acceptable if it is the only means available and the staircase is protected. It sound unusual where does the exit lead to on the first floor?
