Are door mats outside door a fire risk?

Can someone with knowledge in the fire service or risk assessment 

Please explain why hotels are all to hang lots of pictures on walls along the corridors leading to guest rooms 

Also to put plants 

Does this not endangering the lives of guests trying to escape a fire in the hotel 

I live in a HA apartment and we've be told to remove all pictures and door mats
