Is the following situation possible? 

We are in a 5 story residential building. it's cold, winter time, low atmospheric pressure. There are three more adjacent buildings forming a blind inner court, plan surface 2 x 10 meters, about 20 meters high. On the inner court walls there are many gas water heater vents, one or more or them are producing carbon monoxide.

The question is: can the carbon monoxide be transported in the third, fourth and fifth floor by ajar windows on the inner court?

In the answer is yes, can the carbon monoxide reach dangerous concentrations inside the apartments?

I'm not sure what regulations you have in Italy and would definitely recommend finding out.
From a safety perspective please make sure to install carbon monoxide alarms in all flats. These will alert any occupants if CO levels reach dangerous levels.
