Hi. Can a fire exit with a push bar on the inside and a normal handle on the outside be used as a normal access/egress door as long as it has an automatic closer fitted.

You do not require an automatic door closer on a final exit. And yes, the exit door with push bars can be used for entry as well as exit from the premises.
