I am trying to find good guidance documents relating to Fire Escape Ladders,( legislation, recommendations, where they can and can not be used) any points of reference would appreciated.

Check out the appropriate DCLG guide for the premises you need the information for but the Offices and Shops (page 64) states,
While not normally acceptable, the use of ladders, floor hatches, wall hatches or window exits may be suitable for small numbers of able-bodied, trained staff in exceptional circumstances.
Basically use as a last resort but not discounted I suspect all the guides will say the same.This guidance only applies to non-domestic premises.

All my responses only apply to England and Wales and they are an overview of the subject, hopefully it will point you in the right direction and always treat with caution. Scotland and Northern Ireland has differing legislation
