I am on the committee at a working mens club and in the bar the door to the car park is a fire door and has a ramp from the outside for wheelchair access. We have a number of smokers that insist on standing right by this door which is left open in the summer but closed in the winter and they say that they can smoke behind the door and I wondered if you can advise me if this doorway should be kept clear of smokers but okay to use as an access for people from the car park.

The smokers are not inanimate objects, if there was a fire and people were trying to escape then I am sure they would simple walk away so I don't see a problem.
All my responses only apply to England and Wales and they are an overview of the subject, hopefully it will point you in the right direction and always treat with caution. Scotland and Northern Ireland has differing legislation
